What is a California College Promise Grant (CCPG)?

The California College Promise Grant (CCPG) is a state sponsored program, which waives enrollment fees ($46 per unit) for eligible California/AB540 residents and a portion of a students' parking permit for Fall and Spring semesters.

To qualify for a California College Promise Grant, you need to:

  • Be classified as a resident of California or be a classified as a non-California resident eligible for tuition exemption AB 540 or AB 1899 (by Admissions and Records), have a "T" or "U" visa., or be a have a homeless youth determination from the Financial Aid Office at your college.

If you have not had your California residency or eligibility status determined by the Admissions or the Registrar or homeless status determined by the Financial Aid Office, see one of those offices to obtain the determination. California College Promise Grant eligibility cannot be determined until your status hasbeen verified.

  • Meet the income criteria by:
    • Establishing that your income (or your parent's income, if you are a dependent student) was within set income standards for the California College Promise Grant or
    • Completing a FAFSA (Free Application for Federal Student Aid) or California Dream Act application at VC and have remaining "financial need" or
    • Providing proof that you are receiving monthly cash assistance from TANF/CalWORKs, SSI/SSP or General Assistance (or, if a dependent student, your parent(s) receive this assistance)
  • If you do not qualify by income, see if you qualify through a special classification as outlined below,
    • Being a Congressional Medal of Honor recipient (or dependent); being a dependent of a victim of the September 11, 2001 terrorist attack; having certification from the California Department of Veteran Affairs or the National Guard Adjutant General; or being a dependent of a deceased law enforcement/fire suppression personnel killed in the line of duty that you are eligible for this waiver.
    • Having documentation from the Department of Corrections and Rehabilitation that you've been exonerated of a crime by writ of habeas corpus or pardon.
    • Having documentation of record that you're a dependent/spouse/Registered Domestic Partner of a deceased physician, nurse, or first responder who died of COVID-19 during the COVID-19 pandemic state of emergency in California.

Eligibility is re-determined every academic year. Applications can be submitted online or in-person.

Academic Standing

Once you've qualified for the California College Promise Grant, it's important to ensure that you are meeting the academic and progress standards in order to avoid losing the fee waiver.

Academic - Sustain a GPA of 2.0 or higher

If your cumulative GPA falls below 2.0 for two consecutive primary terms (fall/spring semesters), you may lose your fee waiver eligibility.

Progress - Complete more than50% of your coursework

If the cumulative number of courses you successfully complete is not more than 50% in two consecutive primary terms (fall/spring semesters), you may lose your fee waiver eligibility.

Combination of Academic and Progress Standards

Any combination of two consecutive terms of cumulative GPA below 2.0 and/or your course completion is not a minimum of 50% may result in the loss ofyour fee waiver eligibility.

How will I know if I lose the California College Promise Grant?

You'll be notified within 30 days of the end of each term if you are being placed on either Academic (GPA) and/or Progress (Course Completion) probation. Your notification will include the information that a second term of probation will result in loss ofyour fee waiver eligibility. After the second consecutive term of probation, you may lose your fee waiver eligibility at your next registration opportunity.

Can I regain eligibility?

If you lose eligibility for the California College Promise Grant, there are a few ways that you can have it reinstated:

  • Improve your GPA or Course Completion measures to meet the academic and progress standards
  • Successful appeal regarding extenuating circ*mstances (coming soon)
  • Not attending your school district for two consecutive primary terms

The appeals process for extenuating circ*mstances includes:

  • Verified accidents, illness or other circ*mstances beyond your control
  • Changes in economic situation
  • Evidence of inability to obtain essential support services
  • Special consideration factors for CalWORKs, EOPS, DSPS, FYE and veteran students
  • Disability accommodations not received in a timely manner

Please note that foster youth and former foster youth (age 24 years and younger) are not subject to loss of California College Promise Grant under these regulations.
